(2026-IMO-06(E)) Guidance to Support the Early Implementation of Requirements for Pilot Transfer Arrangements.

The key amendments to the requirements for pilot transfer arrangements, which will enter into force on 1 January 2028, were previously introduced through KR Technical Information 2025-IMO-17/Rev.1. These requirements will apply not only to new ships but also retrospectively to existing ships, and may also be voluntarily implemented early by flag Administrations in accordance with MSC.1/Circ.1690.

As the new requirements introduce strengthened design standards for pilot transfer arrangements than those under the existing SOLAS Reg.V/23 and Res.A.1045(27), modification or replacement of the arrangements is expected to be unavoidable for many ships. Where the requirements are not implemented early, new ships delivered between 2026 and 2027 may need to repair or replace their pilot transfer arrangements within a relatively short period after delivery in order to comply with the new requirements. In addition, some existing ships may need to adjust their operating schedules or undergo dry-docking work for the replacement of winch reels, strong points and other related equipment.

Accordingly, KR has developed support guidelines to assist shipyards and shipowners in proactively incorporating the design-related requirements of the new regulations before their entry into force. The guidelines provide support covering plan approval, onboard survey and verification of compliance, and are introduced herein for your reference.
