Survey scope for transfer of class
We review the survey history and class record from the classification society from which class is being transferred. The scope of the TOC survey, based on IACS procedures (IACS PR 1A), is as follows:

    At vessel’s delivery - Form of an annual survey A general examination of all essential machinery
    Less than 5 Years - Form of an annual survey
    5 Years and above but less than 10 Years - Form of an annual survey
    - Representative number of ballast spaces
    10 Years and above but less than 20 Years - Form of an annual survey
    - Representative number of ballast spaces
    - Representative number of cargo spaces
    20 Years and above - Scope of a special survey
    15 Years and above but less than 20 Years (subject to ESP notation ship) - Scope of a special survey or intermediate survey whichever is due next
  • Audit scope for transfer of ISM, ISPS certification
    IACS procedures (IACS PR 18) will be applied as follows:
    If your company/ships are certified by another IACS member society:
    • “Additional Audit” is to be carried out and the following items are to be confirmed.
      • a) Whether existing certificate has not been withdrawn or otherwise invalidated
      • b) Whether any major non-conformities have been closed-out or down-graded by the losing society
    • The validity of existing certificate will remain.
  • If your company/ships are certified by non-IACS member society:
    • “Initial Audit” is to be carried out.
  • In case of a new ship delivered, or changing flag or safety management company (SMC):
    • “Interim Audit” is to be carried out.
  • FAQ
    • 1. Will the survey due date change?
      If transferring from another IACS member, existing survey records and certificates are accepted and survey due dates will not be changed. If a vessel is within a periodic survey window, the TOC survey and periodic survey can be undertaken simultaneously. This saves both time and cost.
    • 2. Which plans need to be submitted?
      Plans to be submitted as stated in IACS procedures (IACS PR 1A) are as follows:

      * Additional plans/data might be requested for certain ship types or notations
    • 3. Is TOC possible for ships with overdue surveys and overdue condition of class?
      IACS procedures (IACS PR 1A) will be applied as follows:
      • For ships less than 15 years of age, an Interim Certificate of Class can be issued only after the gaining society has completed all overdue surveys and all overdue condition of class previously issued against the ship by the losing society have been closed out.
      • For ships 15 years of age and over, an Interim Certificate of Class can be issued only after the losing society has completed all overdue surveys and closed out all condition of class previously issued against the ship.
    • 4. Is there any limitation on ship’s age?
      Transfer of class and classification surveys after construction are limited to ships of 20 years and younger. However, regardless of a ship’s age, a preliminary survey can be carried out with consideration of the conditions set out below and the vessel may be accepted into class depending on the results of such survey.
      * Type of ship and navigation area
      * Whether the ship is classed with a classification society which is in compliance with QSCS
      * Port State Control (PSC) detention record during past three years
