This Technical Information supersedes the previously issued Technical Information 2017-IMO-06.
Recently, a number of cases have been identified in which an Interim IBWMC issued by KR following completion of an initial or renewal survey for a Panamanian-flagged vessel expired due to delays by the shipowner or ship manager in applying for the Full-term IBWMC.
Under MMC-345, the BWMP is reviewed and approved directly by the Panama SEGUMAR Office, while the Full-term IBWMC is also issued directly by the Panama Maritime Authority. Accordingly, the shipowner or ship manager is required to apply for the relevant approval and issuance through SEGUMAR 2.0 and to proceed with the application without delay so that the Full-term IBWMC can be issued before the Interim IBWMC, which is valid for a maximum period of five months, expires. This Technical Information has therefore been prepared to provide guidance on the recognition of BWMS type approval, the BWMP approval procedure, the requirements for issuance of Interim and Full-term IBWMCs, the required supporting documents, applicable fees, and other relevant matters.
We trust that this Technical Information will serve as a useful reference for the approval of BWMPs and the issuance of IBWMCs for Panamanian-flagged vessels.
