[2026-ETC-01]Guidance on the Issuance of Integrated IHM (EU) and IRRC (EU) Certificates for EU Flagged Vessels.

On 19 January 2026, the European Commission published in the Official Journal an amendment to the certificate formats under the EU Ship Recycling Regulation (EU SRR).

The amended certificate formats are integrated formats that reflect the requirements of both the Hong Kong International Convention for the Safe and Environmentally Sound Recycling of Ships (HKC) and the EU SRR. These integrated formats were introduced in line with the entry into force of the Hong Kong Convention on 26 June 2025. The European Commission officially announced the amended formats in the Official Journal on 19 January 2026, and they will enter into force on 9 February 2026.

In this regard, we hereby provide the following guidance. Owners and operators of EU-flagged vessels are kindly requested to take due note of this information and ensure that the issuance of certificates in accordance with the revised IHM (EU) and IRRC (EU) formats is carried out in a timely manner.
