New SOLAS regulation II-1/3-13 lifting appliance and anchor handling winch on 1st January 2026.

The purpose of new SOLAS regulation II-1/3-13, adopted by Res.MSC.532(107) in 2023 and coming into force on 1 January 2026, is to enhance the safety of lifting appliances and anchor handling winches on shipsby enforcing design, construction, operation and maintenance requirements in accordancewith MSC.1/Circ. 1662 and MSC.1/Circ.1663, with the aim of preventing accidentsthat could harm operators, damage ships or result in cargo loss.

We hope this Technical Information will serve as a useful reference and assist the industry in developing effective response strategies and ensuring timely implementation.

This Technical Information has been comprehensively revised taking into account the forthcoming IACS Recommendation related to lifting appliance to be issued by IACS, as wellas major inquires from customers, and supersedes the previously issued Technical Information 2025-IMO-09
