(2025-ETC-03) Development of Polar Code Implementation Guide and Support Program
13 Jan. 2026

Polar Code, which serves as the international convention for ship operations in polar waters, was developed by taking into account the unique environmental conditions of polar regions, including ice conditions and extreme cold temperature. The Code required ships operating in polar waters to carry out an operational assessment prior to operation and, based on the results, to prepare and keep on board a Polar Water Operational Manual (hereafter 'PWOM'), thereby promoting safe ship operations and the prevention of accidents.

In this context, as interest in the use of Arctic Sea Routes has recently increased, there has been a growing demand among shipowners planning operations in polar waters for technical support and practical reference materials related to the conduct of operational assessment and the preparation of PWOM.

Accordingly, this technical information and the relevant service have been prepared to serve as practical references for shipowners and related industry stakeholders who are planning or preparing for operations in polar waters, helping them to more clearly understand the requirements of the Polar Code and to prepare for the associated obligations.

We hope this Technical Information will enhance understanding of polar operations and contribute to the establishment of safe operational practices in compliance with international convention.
