It is an new consolidated international labour Convention that was adopted by the International Labour Conference of the International Labour Organization (ILO) at a maritime session in February 2006. Existing 39 Conventions and 29 Recommendations ,which were adopted for 80 years, were revised and combined in a single Convention to provide the decent working and living conditions of seafarers.
 
The Convention will enter into force:
"¡¦12 months after the date on which there have been registered ratifications by at least 30 Members with a total share in the world gross tonnage of ships of 33 per cent."

As of April 2010, 9 countries (i.e. Bahamas, Bosnia and Herzegovina, Bulgaria, Croatia, Liberia, Marshall Islands, Norway, Panama, Spain) has ratified, and MLC, 2006 is expected to meet the requirement of entry into force by the end of 2010. Therefore, it is expected to enters into force at the end of 2011.

Approved Declaration of Maritime Labour Compliance shall be on-board when the Convention
   enters into force
Maritime Labour Certificate shall be on-board when the Convention enters into force.
