 Basic
Requirements
All ships of 500 tons gross tonnage and upwards and engaged in international
voyage
Possession of proper DOC for the flag administration and ship type
The ship shall hold valid conventional certification national certification,
SC, SE, SR or
exemption certification on board
The ship shall hold a valid class certification
Crew over the minimum number for safe manning shall be onboard
The ship audit shall be performed while the ship is in the normal operation
condition
The ship shall hold documents proving a company entity which is referred in ISM
Code
Regulation 3.1
Holding and understanding the ship safety management System, ISM CODE and
related
convention
Implementation of the requirements of the flag administration
(EX: notice to the flag administration,
where the company manages a ship
which is registered to the flag for the
first time)

In case, the company builds up a new ship or buys an existing ship 
|

The
company holding DOC for flag administration and ship type
Existing ship
Refer to the special requirements of the flag administration
The ship shall hold a valid convention/class certification
The ship shall hold SMS document

Documents proving it is the company which is referred in ISM Code Regulation
3.1.
(e.g.: management agreement, BBCHP
agreement, power of attorney)
Plan of system implementation
New ship
Refer to the special requirements of the flag administration
The ship shall hold a valid convention/class certification
The ship shall hold SMS document
Implementation of the ISM Code Part-B 14.4
Documents proving it is the company which is referred in ISM Code Regulation
3.1.
(e.g.: management agreement, BBCHP
agreement, power of attorney)
Plan of system implementation
Change of the nationality
If there is no special requirement of flag administration, interim audit should
be
carried out according to ISM CODE
The procedure of certification
Application
of shipboard interim audit
Korean Register of Shipping shall carry out the interim audit on the spot.
(Check whether ISM CODE part II 14.4
is implemented or not
Issue the interim SMC(validity 6 months) as of the date of downgrading of
Major Non-Conformity or date of
completion of audit
The company shall carry out the internal audit within 3 months
after implementation of the SMS
Apply for the initial audit after implementation of the SMS for 3 or more
months
Korean Register of Shipping should review the application and send the audit
plan
after discussing the appropriate date
of audit
Carry out initial audit on the spot.

established by the company according to ISM
CODE, the regulation of the flag
administration and KR Rule part II
for the Certification of Safety
Management System)
Issue the SMC(validity 5 years) as of the date of downgrading of
Major Non-Conformity or the date of
completion of audit
Apply for the annual audit or intermediate audit
The
company does not hold the DOC of flag administration and ship type
Follow the above A, B, C in No. 1) after the completion of interim DOC audit
for the flag administration and ship
type.

| Adding or deleting the ship type(change the ship type from oil
tanker to oil/chemical tanker)

In
case, the company holding DOC is adding the new ship type
Apply for the shipboard interim auditn
Korean Register of Shipping shall carry out the interim audit on the spot.
(Check whether ISM CODE part II 14.4 is
implemented or not)
Issue the interim SMC(validity 6 months) as of the date of downgrading of
Major Non-Conformity or the date of
completion of audit
The company shall carry out the internal audit within 3 months

Non-Conformity
Documents related to transfer of certification
The scope of additional audit pertaining to TC
All of the ISM code's requirements
Requirements of the flag administration
Deficiencies of the audit carried out by previous certification body
Issue of certificate
Issue the certificate(succeeds the period of validity of previous certificate)
as of
the date of downgrading of Major
Non-Conformity or the date of completion of audit
Issue the certificate which succeeds the period of validity of previous
certificate.
(Endorse the certificate if the
intermediate audit was carried out before transferring)
Transfer
of certification body from Classification Soceity holding a QSCS Certificate
to Korean Register of Shipping
Precondition

The certification completed through the previous certification body
The implementation of safe management should have been over 3 months

Change
the entry of certification without change of company, certification body
and nationality
(e.g.: The change of ITC, ship's name, port of
registration, address, company name)
Send the documents(ITC, Registry of Nationality, management agreement,
Declaration of DP/Company) and the
application for modification
to the relevant branch office
After reviewing the documents and carrying out the audit, the relevant branch
office
should issue certification(succeeds
the period of validity of previous certification)

Transferring
nationality from foreign country to Korea for BBCHP ships
A company should apply for the change of certification with documents below
Documents proving that there is no change of company and certification body
Documents proving that the vessels are BBCHP ship
The additional survery is completed according to the change of nationality
Issue of certification
Issue the SMC which succeeds the period of validity of previous certification.
(Endorse the certification, if the
intermediate audit was carried out
before transferring)
Issue the DOC which succeeds the existing DOC, where there is no proper DOC
Change
the nationality from Korea to Panama
A company applies for the change of certification with documents below
Documents proving that there is no change of company and certification body
Full term DOC for the Panama ship type
Full term SMC
Documents which proves the change of flag(ITC, Registry of Nationality,
Declaration of DP/Company) and
application of Certification
Issue of certification
Issue the SMC which succeeds the period of validity of previous certification.
(Endorse the certification if the
intermediate audit was carried out
before transferring)
Buying
a ship which is not applied by ISM Code and domestic vessel
engaged in international voyage for repair
A company applies for exemption certification with documents
below to Survey team
Interim Nationality Certification or Nationality Certification
The list of crew taking over the vessel and crews over the minimum number
for safe manning certificate shall be
onboard
Sailing plan(operation route and ports of call including minimum ship's
particular)
Issue of exemption certificate
Ensure
the seaworthiness through additional survey and issue the exemption
certificate for the corresponding
convention cert. before departing
