[2025-IMO-07] Considerations for Compliance with the Hong Kong Convention (HKC)(Rev.2).

On June 26, 2023, Bangladesh and Liberia ratified the Hong Kong Convention. With their ratification, the criteria for the Convention’s entry into force were met, which is scheduled for June 26,2025.


Furthermore, MEPC 83 adopted Res.MEPC.405(83) containing the amendment to the 2023 Guidelines for the development of the Inventory of Hazardous Materials in order to clarify the relevant threshold value for anti-fouling paints containing Cybutryne.
When sampling is conducted, the threshold value for Cybutryne shall be 1,000 mg/kg for samples taken from the hull, and 200 mg/kg for samples taken from a wet paint container.

In addition, the IHM initial survey should be aligned with the renewal surveys of other conventions under the HSSC.
